The documents are edited by Institute for Strategy, Policy Environment and Natural Resources (ISPONRE) under Ministry of Natural Resources and Environment in collaboration with WWF and the World Bank.

Technical guidance will be a useful reference document for the provinces in the process of building development plan that accounts the response and adaptation to climate change based on the ecosystem. Technical guidelines emphasize the necessity of maintaining and restoring ecosystems in response to climate change in Vietnam.

The document will be sent to government organizations, research institutes, non-governmental organizations and other relevant agencies in 63 provinces and cities in the whole country.
