At Notice 160/TB-VPCP, Prime Minister Pham Minh Chinh's conclusion at the meeting with scientists and business units researching and producing vaccines against COVID-19, the Prime Minister asked promptly remove difficulties and obstacles related to legislation, mechanisms and policies in the spirit of sticking to reality, creating the most favorable conditions for research, technology transfer and vaccine production.
In particular, in terms of tasks and solutions in the coming time, the Prime Minister requested to develop a strategy, a national program, a long-term and comprehensive plan to research, produce, and transfer vaccine technology, especially to vaccines against COVID-19.
At the same time, focus on promptly removing difficulties and obstacles related to legislation, mechanisms and policies in the spirit of sticking to reality, creating the most favorable conditions for research, technology transfer and production vaccines; If the problem is related to any level, then propose that level to be solved according to the motto 3 no: "don't say no, don't say hard, don't say yes but don't do"; what is ripe, clear, has been proven to be true in practice, effectively implemented, and is agreed upon by the majority, then deploy immediately; what has not been regulated or has been regulated but is no longer suitable for practice, boldly pilot, do, perfect, gradually expand, not perfectionist, not in a hurry.
