Specialized social and professional organizations are the core force in the country's digital transformation.

On behalf of specialized IT societies, associations and clubs, Dr. Nguyen Quan - former Minister of Science and Technology, Chairman of the Vietnam Automation Association affirmed that the main specialized professional social organizations are a core force in the country's digital transformation and actively participates in Industry 4.0. What has been achieved is still not up to the expectations of the Party, State and people, but those results also play a very important role and have created the foundation for the next steps in Digital Government, Digital Economy and Digital Society.

Accordingly, it is extremely important to create a complete legal foundation for IT development. Data is not only a resource but also a "digital asset". In particular, unlike other types of resources and tangible assets, the more data is used, the more its value increases. Therefore, data plays a very important role in digital transformation but up to now there is still no Law on Data.

ITC has a noble mission for Vietnam to take off and develop

Recognizing the positive contributions of IT Associations, Associations and Clubs specializing in ITC, Minister of Information and Communications Nguyen Manh Hung affirmed that ITC has a noble mission for Vietnam to take off and develop. The biggest opportunity for Vietnam when the world has big changes is the ongoing Industrial Revolution 4.0. One of the opportunities that Vietnam must take advantage of is the semiconductor industry. This is an opportunity to rebuild the country's electronics industry, bringing Vietnamese businesses to deeply integrate into global technology.

Regarding legal development, the Minister said that the Government has agreed to assign the Ministry of Information and Communications to develop the Law on Digital Technology Industry, in which the semiconductor chip industry and digital data in the digital technology industry are one of component policies of the Law, in parallel with the development of the Data Law undertaken by the Ministry of Public Security.
