Ho Chi Minh City trained on investment and implementation of innovations in enterprises
The training course was organized by the Department of Science and Technology in cooperation with Quest Venture on March 29, 2020 to provide information and guidance to enterprises when investing in innovations, improving productivity and competitiveness, especially for enterprises that have invested in science and technology development funds.

According to Mr. Le Thanh Minh (Vice Director, Department of Science and Technology), Ho Chi Minh City is operating with more than 2,000 innovative startups (which account for 0.5% of the number of enterprises in the City and almost 50% of the total number of innovation startups - startups in the country), about 200 venture capital funds, 100 universities and colleges with innovation startups, system more than 200 laboratories in the fields, and more than 100 new institutions. With its role as a special city, a major economic, cultural, educational and training center, a hub for international interaction and integration, the City has launched many programs and plans to promote innovation in existing enterprises. The city is also on a strong pace with an outstanding digital growth economy, and mobilizing capital for innovative start-ups is an important factor in speeding up the process.

To help have an overview of venture capital and creative innovation in the enterprise, the Department of Science and Technology, in collaboration with Quest Venture, one of the international partners from Singapore, organized training courses to guide enterprises in making innovative investments, improving productivity, competitiveness, etc. Besides, the course also provides students with the perspective of an investment fund, how to evaluate the project, how the investment strategy of an international investment fund is formulated. Thus, to find effective solutions to invest in the innovative activity of the enterprise. The course is suitable for young investors, angel investors, entrepreneurs, fund managers and executives who want to explore opportunities in the environment of companies that used to raise capital from venture capital funds, especially for that have raised science and technology development funds.

At the training program, Mr. James Tan (representative of Quest Venture) shared, guided knowledge, information on market overview and risk investment mechanisms, how the venture capital industry operates, start-up fundraising process and investment thesis development process, enterprise/start-up project evaluation, investment fund evaluation process, negotiation, drafting investment documents, valuations and returns.

Mr. Phan Minh Tuan (representative of Ho Chi Minh City Department of Science and Technology) also shared, provided regulatory information on the use of the Enterprise's Research and Technology Development Fund for innovation start-up activities. Currently, non-State enterprises are encouraged to set up their own Science and Technology Development Fund or contribute to the industry ' s, local science and technology development Fund and benefit from the fund's provisions (maximum 10%); State enterprises must assign a minimum percentage (from 3% to 10%) of corporate income tax to establish the enterprise's science and technology development Fund. In HCM City, there are 115 enterprises that have set up the science and technology development Fund with a total amount of more than VND 5,000 billion. The enterprise development fund is intended to create conditions for enterprises to promote research, technological development and innovation, enhance competitiveness; at the same time, it also demonstrates the State's commitment to mobilize social resources to invest in enterprises, especially the enterprise's technological innovation.
