The objective of the program is to "Develop modern, effective and sustainable urban agriculture in the direction of hi-tech agriculture, biotechnology, as a center for production of cultivated seeds and livestock breeds with high quality, high added value, safe area, environmental protection and better meet the demand for fresh vegetables, fresh flower, fishes of the market and associate with tourism development featured city"- as the Resolution of the City Party Congress suggested.

The orientation of the city is suitable and contributes to the implementation of the "industrialization and modernization of agriculture and rural areas in association with the construction of new rural areas", such as the Resolution of the 12th National Party Congress determined.

To implement, the city has made many solutions, specifically Ho Chi Minh City will plan areas of concentrated agricultural production using high technologies and publicize detailed planning of areas of vegetable production, plants, animal husbandry, fishery focused to call for individuals and businesses to invest.
