Households and individuals directly engaged in animal husbandry have invested in animal waste treatment facilities (not applicable to households and individuals engaged in animal husbandry processing for businesses) to ensure environmental sanitation conditions in the area. 7 districts will be supported loans to build facilities for animal waste treatment.

Subjects may loan at different rates depending on whether the biogas plant and the bio-buffer are newly built, repaired or renovated. The maximum loan to build a new biogas plant or renew a bio-buffer to treat animal wastes is VND 12,000,000 / work / household.

The maximum loan for repairing or renovating a biogas plant or a biological cushion to treat animal wastes is VND 6,000,000 / work / household. The borrowers do not have to pay interest, the maximum loan term is 36 months.

The funding for the program implementation is provided by the state budget to the Financial Investment Company, which is then entrusted to the Women's Union of the city for loans. It is known that the significance of the policy is to build a safe rural environment, especially suburban breeding areas.
