As early as 2002, the Department of Agriculture and Rural Development of Ho Chi Minh City proposed a policy to encourage the restructuring of the agricultural economy towards urbanization (the policy of loan interest support), which is considered a policy of leverage, cooperative groups (THT), members to invest in developing agricultural production.

In the course of implementation, adjustments and supplements have been made in the direction of raising interest rate support for cooperatives, and members in order to encourage these subjects to boldly invest in developing agricultural production. The results are clearly shown by the number of times the households borrowed, the average loan investment capital on a plan of cooperative members increased year by year.

Over the past 15 years of implementation, 39,149 organizations, households and individuals have borrowed capital for agricultural production development (of which cooperatives, member of cooperatives and cooperative groups account for about 25.2 %) with a total investment of  15,790,747 billion VND, of which loan interest was supported with interest of 9,637,627 billion VND, the budget disbursed loan interest support was 726,663 billion VND. The results show that 1 VND of "capital" from the city budget will raise 22 VND of investment capital from citizens and credit institutions.

Ho Chi Minh City has also implemented policies to support trade promotion, expanding product markets for cooperatives, building websites, building logos, packaging designs, publications promoting products and building trade sign for 53 cooperatives. Especially, 240 agricultural markets were organized in 10 locations with 4,591 participants; with 5,320 stores (including 40.2% of stores of cooperatives, members of cooperatives), attracting about 12,000 visitors.
