The program aims to develop building unbaked bricks materials gradually replace the rate of baked clay bricks of 40% in 2020. In order to further strengthen the resources for this program, in 2014, Prime Minister continued approval of the project for "Strengthening the production and use of adobe bricks in Vietnam", sponsored by the United Nations Development Program, from the Global Environment Fund.

These objectives are fully in line with the strategy of the Global Environment Fund of climate change and the development objectives of Vietnam on energy security and food security, energy conservation and efficiency, reduce greenhouse gas emissions; also in line with the strategy for environmental protection of Vietnam until 2020 and with a vision toward 2030.

Because of the calculations of policy makers, the production of 55 million of standard bricks / year, the efficiency not only reduces greenhouse gas emissions of 13,000 tons of CO₂ / year, but also saves thousands of hectares of agricultural land / year.
