The program aims specifically for the period to 2025, achieving energy conservation of 5.0 to 7.0% of the total national energy consumption for the period from 2019 to 2025; reduce power loss to less than 6.5%; reduce the average energy consumption for industries compared to the period 2015-2018; ensure 100% of key transport enterprises have programs to disseminate skills to control technical means / solutions in exploiting and using motorized vehicles in the direction of energy conservation, and etc.

One of the main tasks of the Program is to build a Vietnam energy data center, databases, information technology applications on energy and energy efficiency and conservation.

Specifically, implementing energy statistics, establishing a national database system, an efficient energy use database; build coordination mechanisms, share information on energy databases and efficientl use energy conservation with other databases; promote the application of smart technology and equipment, integrate in managing and operating energy use systems and managing and operating transport; develop and guide the use of software in management, update energy conservation and efficient and suitable use data for energy users, energy management agencies from central level to localities.
