Allocation of stable and long-term agricultural production land for farmers under Decree 64 / ND-CP is a policy breakthrough; creating motivation to boost Vietnam's agriculture development achieved many important achievements of the last 30 years. However, the allocation followed "near, far, good, bad motto" in many localities. This made agricultural land became dispersed, fragmented, causing a lot of hindrances in promoting development of agricultural production towards commodities, hinder motor putting into production, reducing the effective application of science and technology and new technologies; etc.

The study was conducted in An Chau commune. Data collected through the household survey, land consolidation steering committee in the commune. Using methods of descriptive statistics, discovery factor analysis and linear regression analysis; research results showed the factors affected successful implementation of land consolidation steering committee, such as land use planning, mobilization propaganda work, land policies, the implementation of land consolidation steps, the drastic participation of the local government, land use objects. In which, local government’s drastic participation effected on the successful implementation of land consolidation.
