The project lasted three years (from 2013 to 2016) to enhance the adaptive capacity of society in coping with floods, storms through synthesis flood management systems (SFMS).

According to JICA, although the main partner of the project is Ministry of Agriculture and Rural Development, but the project is done in close coordination with Department of Meteorology, Hydrology and Climate Change and Center for National Hydrometeorology under Ministry of Natural Resources and Environment to assess meteorological data.

In the period I, synthesis flood management plan (SFMP) is established in Thua Thien Hue province. In period II, the project boosts planning and implementation capacity at the central level and main provinces, including Nghe An, Quang Binh, Ha Tinh and Thua Thien Hue; in which, Quang Binh has been selected as a pilot province to establish SFMP.

In the framework of period II, many Japanese experts come to Vietnam to transfer technologies, concurrently, Vietnam also assigns staffs for training in Japan. JICA will also provide necessary machines and equipments for project implementation processes.
