According to the draft, the objective is to make effective use of opportunities of Industry 4.0 to promote the process of renewing the growth model, restructuring the economy associated with implementing strategic and current breakthroughs and modernizing the country; strongly develop the digital economy; fast and sustainable development is based on science - technology, innovation and high-quality manpower; improve the quality of life and welfare of the people; ensure firmly national defense and security, protect the ecological environment.

Specifically strive to 2030: Digital economy accounts for about 30% of GDP; labor productivity increases on average 7.5% / year; developing a quality workforce to meet development needs; complete the construction of the Government; complete digital infrastructure; reach the level of e-government according to the ranking of the United Nations among the top 3 ASEAN countries; 5G nationwide network coverage.

Develop 5G mobile internet service, develop human resources

The draft also highlights the main tasks and solutions. Accordingly, developing connected infrastructure, building and exploiting databases: Developing 5G mobile internet services; encourage businesses to invest in expanding national high-speed fiber network and increase international internet bandwidth by developing credit policies. The draft stated that the Ministry of Planning and Investment is responsible for directing the Small and Medium Enterprise Support Fund to adjust its operation plan in the direction of increasing the proportion of capital to support small and medium-sized enterprises to access and apply  technology of Industry 4.0; study and recommend the Government to increase the size of the fund to support more businesses. Mobilizing international concessional loans for development of connected infrastructure, data infrastructure, e-government and etc.
