Speaking at the opening of the Workshop "Orientation of S&T research and human resource development to serve Vietnam's semiconductor chip industry", Minister of Science and Technology Huynh Thanh Dat quoted the simile saying that semiconductor chips in particular, the semiconductor industry in general is like "grains of rice" because it feeds all different fields in the technology era, and is the key to future digital technologies.

According to the Minister, the semiconductor industry is playing an increasingly important role in the global economy, with a scale of over 520 billion USD by 2023 and continuing to grow rapidly. Over the past 30 years, the value chain of the semiconductor industry has been shaped and has high barriers to entry, making it difficult for developing countries to participate. However, with the repositioning of the semiconductor industry value chain after Covid-19 and the technological competition between major economies, Vietnam is considered a country with many opportunities and necessary factors to develop the semiconductor industry ecosystem, with the potential to enhance its position in the global semiconductor supply chain.

Vietnam is building a legal corridor to prioritize attracting investment and developing semiconductors, including special incentives in the Investment Law and Corporate Income Tax Law. Thanks to that, Vietnam has attracted many large corporations in the semiconductor chip industry from abroad and a number of domestic companies to enter the market.

The Science, Technology and Innovation Strategy identifies "technology for manufacturing microcontroller chips and semiconductor components" as the core technology will develop in the next 10 years. National science and technology programs have been implemented to concretize this strategy, including: National Product Program; KC 4.0/19-25 program; KC.03/21-30 Program; National high technology development program.
