Science and technology enterprise means an enterprise that produces, trades and provides scientific and technological services to create goods and services from the results of scientific research and technological development. At the same time, the enterprise must have been established and registered for business for less than 5 years and operate under the Enterprise Law and the revenue from the production and trading of products and goods formed from the results of scientific research and technology development reaches the prescribed rate of at least 30% of total revenue.
According to the Ministry of Science and Technology, from now until the end of 2022, the Ministry will continue to focus on developing the science and technology enterprise market, increasing the number of science and technology enterprises, and promoting the development of an innovative startup ecosystem, promoting linkages in research, application and technology transfer.
In particular, in 2022, the Ministry strives to perfect regulations on granting certificates of technology transfer to encourage transfer; inspecting machinery, equipment and technological lines; identify investment projects using outdated technology; importing used machinery, equipment and technological lines to create favorable conditions for attracting investment projects using advanced and high-tech technologies to move to Vietnam.
In addition, the Ministry coordinates with localities and research units to support enterprises in technological innovation through the implementation of science and technology tasks under the National Technology Innovation Program, with the aim of The goal is to apply new and advanced technologies, improve the level of automation in all stages of the production process, and create products of high quality, competitiveness and export to the foreign market.
Even a survey by the Ministry of Science and Technology shows that Vietnamese enterprises only spend 1.6% of their annual revenue on research and development activities, lower than many countries in the region, such as the Philippines (3,6%), Malaysia (2.6%). In particular, up to 80% of businesses have not yet cooperated with other units and organizations to carry out innovation activities. |
