Attract foreign investment in high-tech fields and promote technology transfer
On September 7, 2023, in Hanoi, the Ministry of Planning and Investment (MPI) and the Ministry of Science and Technology (MOST) jointly organized a workshop "Attracting foreign investment in the field of high technology and promote technology transfer”. Deputy Minister of Science and Technology Le Xuan Dinh and Deputy Minister of Planning and Investment Tran Duy Dong co-chaired the workshop.

The workshop is an important event in a series of activities summarizing 35 years of attracting foreign investment in Vietnam in 2023. According to Deputy Minister of Science and Technology Le Xuan Dinh, attracting foreign investment is considered is one of the bright spots and outstanding achievements of Vietnam since implementing the renewed policy according to the Resolution of the 6th Party Congress (1986). So far, attracting foreign investment has made great contributions to the country's socio-economic development, contributing to increasing the competitiveness of the Vietnamese economy, creating many jobs for the people, making an important contribution to the State's budget revenue.

Speaking at the workshop, Deputy Minister of Planning and Investment Tran Duy Dong said that over the past 35 years, foreign investment has always affirmed its role as a dynamic economic sector, positively contributing to growth achievements, Vietnam's development and integration into the world economy, contributing to promoting the basic transformation of the economy. At the same time, foreign investment has had a positive impact on reform and innovation of economic institutions, improving the business investment environment, state management apparatus, and improving Vietnam's reputation and position in the international arena. In recent times, attracting foreign investment in the field of high technology and promoting technology transfer in Vietnam has achieved some positive results.

Vietnam has initially welcomed new investment capital flows in the field of high technology, such as Intel, Samsung. The fact that global technology corporations are investing heavily in the field of technology production in Vietnam, makes the domestic market is expanding rapidly. However, to retain these large technology corporations, in addition to maintaining macroeconomic stability and appropriate tax, fee, and land incentive policies, Vietnam needs to prepare synchronous technical infrastructure, Industrial parks, factories, electricity, water, social infrastructure and high quality domestic human resources.

At the workshop, delegates listened and discussed issues: policies to promote high technology development in Vietnam, the current situation of attracting foreign investment in high technology and some orientated solutions in next time; management policies, attraction and current status of technology transfer of foreign direct investment (FDI) enterprises; Assess the impact, spillover and role of FDI; Assess the current situation and problems in attracting FDI in the field of high technology and propose directions and solutions; investment trends in high technology and technology transfer in Vietnam; Proposed status in the process of investing in high technology and technology transfer in Vietnam.

The workshop comprehensively evaluated the current situation of attracting FDI in the high-tech sector and promoting technology transfer in the FDI enterprise sector in recent times; Positioning the role of domestic enterprises when receiving new technologies from FDI enterprises, difficulties and obstacles in policy implementation to recommend appropriate solutions to prepare to receive new investment capital flows in the field of high technology in the near future.
