The proportion of renewable energy will account for about 15-20% of the total primary energy by 2030
The proportion of renewable energy in total primary energy will account for 15-20% in 2030 and about 80-85% in 2050; energy saving will reach about 8-10% in 2030 and about 15-20% in 2050 compared to the normal development scenario. This is the goal of the National Energy Master Plan for the period of 2021- 2030, with a vision to 2050, has just been approved by the Prime Minister (Decision No. 893/QD-TTg dated 26/07/2023).


The proportion of renewable energy in total primary energy will account for 15-20% in 2030 and about 80-85% in 2050.

Energy plays an important and essential role for socio-economic development. Energy development must be one step ahead in order to firmly ensure national energy security and promote rapid and sustainable development of the country, building an independent and self-reliant economy, improving people's living standards and protecting the environment, ensure national defense and security.

In terms of ensuring national energy security, the Master Plan sets out specific goals, such as sufficiently supplying domestic energy demand, meeting socio-economic development goals with an average GDP growth rate of about approx. 7%/year for the period of 2021-2030, about 6.5-7.5%/year for the period of 2031-2050; increase the total national petroleum reserves (including crude oil and products) to 75-80 days of net import in 2030, considering gradually increasing the reserve level to 90 days of net import after 2030.

Regarding equitable energy transition, the target set is: the proportion of renewable energy in total primary energy will reach 15-20% by 2030 and about 80-85% by 2050; energy saving about 8-10% in 2030 and about 15-20% in 2050 compared with the normal development scenario; reduce greenhouse gas by 17-26% by 2030, about 90% by 2050 compared with the development-as-usual scenario. Regarding the development of the energy industry, the target set is: crude oil production for the period of 2021-2030 will reach 6.0-9.5 million tons/year, with orientations for the period of 2031-2050 to reach 7.0. -9.0 million tons/year;

Natural gas exploitation output for the period of 2021-2030 will reach 5.5-15 billion m3/year, with orientations for the period of 2031-2050 reaching 10-15 billion m3/year. Focusing on developing the energy industry towards becoming a clean energy industry center and exporting renewable energy in the region, forming and developing renewable energy centers in regions and localities’ advantages.

Decision No. 893/QD-TTg assigned the Ministry of Industry and Trade: to promote research into new forms of energy, such as nuclear energy, ocean waves, geothermal, green hydrogen, green ammonia, and etc.; step up the building and perfecting of necessary conditions for the development of an efficient competitive energy market; assume the prime responsibility for studying and proposing amendments to legal documents, authorization and decentralization mechanisms, and submit them to the Prime Minister for decision to facilitate the progress of energy projects.
