Attending the meeting, there were Minister of Science and Technology Huynh Thanh Dat, Deputy Minister Bui The Duy, Deputy Minister Pham Cong Tac and representatives of some functional units under the Ministry. On the side of the National Office of Intellectual Property of Vietnam (IP), there were Director Dinh Huu Phi, Deputy Directors Phan Ngan Son, Tran Le Hong, Nguyen Van Bay and representatives of departments of the National Office of Intellectual Property of Vietnam.
During the meeting, Director Dinh Huu Phi reported the results of activities of the NOIP in the period of 2016-2020. In terms of legal policy, the National Office of Intellectual Property of Vietnam has presided over the development of the Law amending and supplementing a number of articles of the Law on Insurance Business and organizing the drafting of the Law amending and supplementing a number of articles of the Law on Intellectual Property, preparing submit to the Government for comments before submitting to the XV National Assembly for comments in October 2021 and for approval in the May 2022 session. In addition, the NOIP presided over the construction and submission of 3 Decisions of the Prime Minister, 2 Circulars of the Minister of Science and Technology; at the same time, coordinated with the Ministry of Finance to develop 4 draft financial circulars applicable to IP fields; contribute comments on draft legal documents related to IP.
Regarding the reception and processing of industrial property applications (inventions, utility solutions, trademarks, industrial designs, and etc) - the key activities of the NOIP, also achieved remarkable results. In the period of 2016-2020 the NOIP has received 564 029 applications and requests of all kinds; processed 256,509 industrial property registration applications; grant 171,960 industrial property protection titles.
In order to support the development of key products for localities, the NOIP has actively participated in the implementation of the OCOP Program (the program of rural economic development towards internal resources development and value added), National branding programs and branding programs for national products. In the past period, the NOIP has issued 1094 certificates of registration of collective trademarks, certification trademarks and 54 certificates of geographical indication registration for specific local products.
In order to promote innovation capacity for institutions, schools and businesses, NOIP has implemented the Intellectual Property Environment Project (EIE) to build a Network of Intellectual Property Development and Technology Transfer Center, attracting the participation of 51 Vietnamese universities, research institutes and enterprises. This project has contributed to increasing the number of patents and the commercialization of intellectual property of institutions, schools and enterprises.
In addition, in the coming time, the Minister requires the NOIP to focus on completing the amendment of the IP Law and promoting the implementation of the IP Strategy to 2030; at the same time, to soon complete the organizational model of the clean political system, effectively operating, as well as changing the financial mechanisms and policies of the State. |
