Using conservation energy and efficiently towards the sustainable development of the energy sector in Vietnam
Resolution No. 55 - NQ / TW dated 11/2/2020 of the Politburo on the orientation of the National Energy Development Strategy of Vietnam to 2030, with a vision to 2045 is a major policy of the Party long-term energy security strategy in general, sustainable and stable development of the energy sector in Vietnam in particular.

Resolution No. 55-NQ / TW has shaped a new and comprehensive development phase of the energy industry in Vietnam, from the supply, transmission and distribution, to the consumption of energy. In which, economical and efficient use of energy is one of the key factors in the country's strategy for sustainable development of the energy sector.

Declining national competitiveness in terms of wasteful energy use

According to data published by the World Bank and Economic Structure Journal, Vietnam's primary energy intensity index in terms of MJ / USD in 2015 base price for 2019 is about 5.94, lower than compared to China (6.69) but much higher than other ASEAN countries (Malaysia: 4.68; Indonesia: 3.53; Philippines: 3.12) and India (4.73), much higher than modern economies.

This shows that the Vietnamese economy is still ineffective in terms of energy compared to even other regional economies. Many experts and prestigious international research organizations say that Vietnam still has a lot of technical potential to minimize the loss and waste in energy use in all sectors, from industrial production, trade and services, transportation, agricultural and fishery production and the household. Surveys and calculations show that the efficiency of energy use in our country's coal-fired and oil-fired turbine power plants is only between 28% and 36%, lower than that of developed countries about 8 - 10%; The efficiency of industrial boilers was only about 60% in 2010, and was raised to approximately 70% by 2014. However, this is still 10% lower than the world average and if compared with other development countries is even lower.
