Attending the Conference, there were Ms. To Thi Thu Huong, Director of NEAC; Mr. Pham Quoc Hoan, Deputy Director of NEAC; Mr. Dang Dinh Truong, Deputy Director of NEAC, representatives of a number of units under the Ministry of Information and Communications; key officials of the Center; Representatives of organizations providing public digital signature authentication services.
At the Conference, NEAC and public CAs discussed issues related to subscriber records, deploying HSM (Hardware Security Module) digital certificates (a physical device used to protect and manage handling digital certificate key pairs for applications with strong authentication and cryptography) and integrating digital signatures (CKS) into public service portals (DVC).
Regarding the issue of subscriber records, recently many individuals and organizations have taken advantage of loopholes in providing subscriber records to fake digital certificates. This has the potential to cause information insecurity and loss of trust of agencies and businesses in digital certificates.
Accordingly, NEAC said there will be regulatory sanctions against public CAs that do not seriously implement the process of issuing digital certificates. At the Conference, NEAC representatives required subscribers to have complete documents before being issued digital certificates, avoiding the situation of issuing digital certificates first and completing the documents later.
Mrs. To Thi Thu Huong said that NEAC will continue to accelerate the integration of the eSign system into the National CDVC and local CDVCs so that public CAs can soon deploy the universalization of personal digital signatures more widely and complete it. The big goal is that every citizen has at least one digital signature. At the same time, study the proposal of the public CA on implementing year-end summary activities between NEAC and public CAs to encourage businesses to continue developing in the coming time. |
